fix place information

Tabaristan (https://ismi.mpiwg-berlin.mpg.de/place/314816) is listed in ISMI as a city but, as far as I know, it was a region and I’m not aware that there was any city with that name.
Mosul (https://ismi.mpiwg-berlin.mpg.de/place/85483) somehow got the wrong coordinates (in the version in MEHDIE at least), placing it in Egypt instead of Iraq.
The coordinates for London, UK (https://ismi.mpiwg-berlin.mpg.de/place/86645) place it in Turkey according to MEHDIE ID 90839.
