publish sometimes fails with "No publish right" although permissions are there

in this case publishing of a technical object (portalconfig) failed. the user was project owner, so rights were there. login out of the lab and login again helped, so it seems like a tgauth problem. in this case the project was created within the same session in which also the publish try occured.
