upload to fe-pub?

helm charts are uploaded to https://harbor.gwdg.de/harbor/projects/7/helm-charts right now, which is not publicly accessible. is there any reason for non public or could we also upload to https://harbor.gwdg.de/harbor/projects/13/helm-charts?
