Project with special character in its title is not found [was #21896]

The following steps will reproduce the problem:
1. Crete new project
2. Fill Project name "DATeCH 2017 Lehečka"
3. Clik on Create

This is what happened:
Project in the Navigator has name "DATeCH 2017 LeheÄka"

Instead, I would have expected:
"DATeCH 2017 Lehečka" name in the Navigator.

I also can't search for "Lehečka" in metadata (I can seach but nothing is found.)
