Optional default configuration

In some situations it could be beneficial to have a configuration file to serve as a static source of some parameters (in opposition to a dynamical computation). In some clusters some Slurm commands are removed or can be used only with privileges. In such situations the process of determining the partitions could fail, for instance.

This problem can be solved if a configuration file, with reasonable values, is optionally present.
