Projects wants to maintain own catalogs / questionnaires

Projects may want to derive from existing catalogs and maintain own versions of main catalogs, or recombine into new catalogs. How can we support this requirement

• The project would need the right to edit catalogs
• would every user on a server be able to see derived catalogs
