Pdf download of books sometimes not working

Summary

Downloading a book works most of the time, but sometimes the indicator just spins and the download is not triggered. It seems like this is the case when the pages in the book are not in the render cache. Not sure why this is the case as the file streams are constructed identically when loading from the cache or rendering from scratch.
