Add TOBIAS output to ATAC report

Add TOBIAS slides to the ATAC PowerPoint report. This has to be based on the TOBIAS snakemake output folder defined by the TOBIAS notebook. The notebook itself does not run TOBIAS; it prepares everything for the run.

Since the output is generated independently of the notebooks, the report notebook has to detect and collect the TOBIAS outputs. Implementing a function would be a good idea. Also, make sure that this includes the TOBIAS version in the version.png.
