feat: add sogdian

With this MR, the first draft version of the Sogdian fragments is introduced. I enhanced the README so that it should be easier to add new languages.

The first Sodgian draft encompasses all relevant TextAPI object as well as a basic transformation. Since the display of the fragments is still unclear, I did not touch the annotations yet.
